Ingredients (serves 4)

  • 1 lb ground beef
  • 3 tablespoons fish sauce
  • 3 tablespoons lime juice
  • 1 tablespoon palm sugar
  • 3 scallions
  • 1/4 cup cilantro
  • 2 red chili peppers
  • 2 tablespoons white rice
  • 2 cloves garlic
  • 4 fresh mint leaves

Instructions

    Toast white rice in a dry skillet over medium heat for 3 minutes, stirring often. Grind to a fine powder with a mortar and pestle or spice grinder.

    Heat 1 tablespoon oil in a large skillet over medium-high heat. Add minced garlic and cook for 20 seconds.

    Add ground beef and cook, breaking it apart, until no pink remains, about 5 minutes.
