Peanut Butter Flax Cookies

- 9 tablespoons water
- 1 cup peanut butter
- 1/2 cup sugar
- 1/4 cup brown sugar
- 1 teaspoon vanilla extract
- 1 1/4 cups all-purpose flour
- 1/2 teaspoon baking soda
- 1/4 teaspoon salt
